Malgré les avancées législatives et institutionnelles, les enfants restent exposés à diverses formes de vulnérabilité, notamment les violences, les abus, et l’exploitation économique et sexuelle. </em></p> <p><em>L’UNICEF appuie depuis plusieurs années le Gouvernement du Burundi pour mettre en place et renforcer un système communautaire de protection de l’enfant qui est fiable et performant, afin de contribuer à la réduction des violences à l’égard des enfants et apporter un soutien aux enfants victimes.</em></p> <p><em>Ainsi, des mécanismes communautaires de protection de l'enfant, notamment les Comités de Protection de l’Enfant (CPE), ont été mis en place et plusieurs initiatives ont été prises pour leur renforcement. En 2023, une cartographie des CPEs a été conduite. Le rapport a révélé un besoin d’harmoniser et renforcer l’appui aux CPEs afin de garantir leur fonctionnement. Sur cette base, une stratégie nationale de renforcement des CPEs a été adoptée en avril 2024. Dans le cadre de sa mise en œuvre, les outils harmonisés des CPEs ont été actualisés, et un guide de formation des CPEs ainsi qu’un livret de poche ont été élaborés sous la coordination de la Direction de Protection de l’Enfant du ministère de la Justice, des Droits de la Personne Humaine et du Genre. En septembre 2025, un pool de formateurs des CPEs a été établi au niveau national. La formation progressive de tous les CPEs au Burundi, par les formateurs certifiés et sur base du guide de formation, est actuellement en cours. Afin de compléter cette formation de base, l’UNICEF souhaiterait appuyer la Direction de Protection de l’Enfant dans le développement des outils pédagogiques innovants et accessibles. </em></p> <p><em>Une série de modules électroniques courts et pratiques visera à doter les CPEs de compétences adaptées aux réalités locales, tout en favorisant une appropriation durable des principes de protection et de promotion des droits de l’enfant au Burundi.</em></p> <p><em>Les présents Termes de Référence sont élaborés pour recruter un consultant pour le développement des modules électroniques de formation courts et pratiques, qui peuvent être utilisés à travers des téléphones portables, ordinateurs et tablettes, afin de faciliter l’apprentissage progressif des membres des CPEs.
