Come be a part of our team and shape a better future. </p> <p><strong>Position Summary:</strong></p> <p>We are seeking an experienced<strong> </strong>Enhanced Direct Enrollment (EDE) Product Owner to support a federal government healthcare program focused on improving digital enrollment experiences through third-party direct enrollment pathways. The Product Owner will lead product strategy, delivery, and continuous optimization of EDE capabilities that enable consumers to apply for and enroll in coverage seamlessly through approved partner entities.</p> <p>This role requires deep experience in regulated healthcare environments, strong Agile product ownership skills, and a proven track record of managing workflows that are manual and tool based. Needs to be able to train users on new tools including knowledge of change management tactics while working with teams embedded in the work. </p> <p></p> <p></p><p><br></p><b>Key Responsibilities </b><div> <ul> <li>Serve as the primary Product Owner for Enhanced Direct Enrollment (EDE) capabilities within a federal healthcare enrollment ecosystem.</li> <li>Act as the primary liaison between development teams and business/program teams, ensuring alignment on scope, priorities, and delivery expectations.</li> <li>Provide client engagement support as a point of contact after the Team Lead, participating in governance meetings, demos, and stakeholder sessions.</li> <li>Define, manage, and continuously prioritize the product roadmap for EDE functionality, balancing regulatory requirements, partner needs, and user experience improvements.</li> <li>Own and refine the product backlog, ensuring user stories are well-defined, testable, and aligned with business and compliance requirements.</li> <li>Translate complex healthcare policy, regulatory, and operational requirements into actionable epics, features, and user stories.</li> <li>Collaborate with engineering, UX/UI, QA, DevSecOps, and integration teams to support successful deployment of EDE capabilities across partner channels.</li> <li>Define and track post-launch optimization metrics, including enrollment conversion rates, application completion rates, error rates, user drop-off points, and partner integration performance.</li> <li>Use data-driven insights to identify enhancement opportunities and drive continuous improvement of live EDE services.</li> <li>Ensure compliance with federal healthcare regulations, security standards (e.g., NIST), privacy requirements, and accessibility standards (Section 508).</li> <li>Facilitate Agile ceremonies including sprint planning, backlog grooming, sprint reviews, and retrospectives.</li> <li>Support release planning, deployment readiness, and stabilization activities for production environments. </li> </ul> </div><p><br></p><b>Minimum Requirements </b><div> <ul> <li>Bachelor’s degree in Business, Healthcare Administration, Information Systems, Computer Science, or related field (or equivalent experience).</li> <li>8–12+ years of experience in product management or product ownership roles.</li> <li>At least 5+ years of experience in healthcare, health insurance, or regulated government healthcare programs.</li> <li>Demonstrated experience working on digital enrollment systems, marketplaces, or consumer-facing healthcare platforms.</li> <li>Proven experience supporting federal or state government IT programs, preferably in healthcare eligibility or enrollment domains.</li> <li>Strong experience managing Agile product backlogs, roadmaps, and iterative delivery.</li> <li>Hands-on experience supporting system deployments (production releases) and post-launch optimization efforts.</li> <li>Must have experience with post-launch optimization metrics, including conversion funnels, user behavior analytics, system performance, and operational KPIs.</li> <li>Experience writing detailed user stories, acceptance criteria, and maintaining product documentation.</li> <li>Familiarity with APIs, data exchange standards, and system integrations across partner ecosystems.</li> <li>Strong stakeholder management and communication skills, including executive-level engagement.</li> <li>Ability to balance deployment demands with long-term product optimization.</li> <li>Strong analytical mindset with data-driven decision-making capabilities.</li> <li>Ability to operate effectively in complex, regulated, and high-visibility environments.</li> <li>Proven ability to lead through influence across distributed cross-functional teams. </li> <li>US Citizenship or Permanent Residency required. </li> <li>Must reside in the Continental US.</li> <li>Depending on the government agency, specific requirements may include public trust background check or security clearance.</li> </ul> </div><p><br></p><b>Preferred Qualifications </b><div> <ul> <li>Certified Scrum Product Owner (CSPO) or equivalent Agile certification.</li> <li>Experience with ACA (Affordable Care Act) marketplaces or similar enrollment platforms.</li> <li>Familiarity with CMS programs, eligibility systems, or healthcare data exchanges.</li> <li>Experience working in SAFe or other scaled Agile environments in federal programs.</li> <li>Background in cloud-based platforms (AWS, Azure, or GCP).</li> <li>Experience integrating third-party enrollment partners or broker/agent ecosystems.</li> <li>Qualified individuals living in HUBZone-certified areas are strongly encouraged to apply.
