Overview
The Virginia Department of Health (VDH), in partnership with the Virginia Information Technology Agency, is seeking an experienced Technical Support Analyst III to support enterprise-level Electronic Health Record (EHR) security operations. This role focuses on maintaining secure access, supporting end users, and ensuring compliance with healthcare regulations. The position offers an opportunity to work in a collaborative, mission-driven environment supporting critical public health systems.

Job Description
The Technical Support Analyst III will serve as an EHR Security Analyst and Application Support Specialist, responsible for defining and maintaining user access controls, supporting Tier 1 EHR users, and ensuring compliance with HIPAA and organizational security standards. This role partners closely with IT teams, security officers, and compliance stakeholders to strengthen system integrity and optimize secure EHR operations. The analyst will play a key role in monitoring access, conducting audits, and supporting system upgrades while maintaining a high standard of service for end users.

Responsibilities
Technical Duties

Define, manage, and maintain user access policies, security roles, and permissions within the EHR system
Map and maintain EHR position definitions, including Millennium positions, preferences, and OHPAC security groups
Monitor and enforce access control policies to ensure appropriate user permissions based on job functions
Support identity and access management processes including Active Directory, SSO, and MFA
Participate in system upgrades, patches, and ongoing EHR maintenance activities
Monitor user activity using tools such as P2Sentinel to identify trends and potential security risks
Security & Compliance

Conduct internal security audits to identify vulnerabilities and mitigate risks
Collaborate with security and compliance teams to ensure adherence to HIPAA, HITECH, and organizational policies
Assist in developing and maintaining security policies, procedures, and documentation
Support internal and external audit processes
Respond to and investigate EHR-related security incidents, ensuring timely resolution and reporting
Application Support

Provide Tier 1 support to EHR end users for access and security-related issues
Troubleshoot Cerner/OHPAC security and access challenges
Ensure a high level of customer service for users with varying technical expertise
Collaboration & Operational Support

Work closely with EHR Security Officer, ISO team, and EHR core team on provisioning and deprovisioning processes
Collaborate with implementation and optimization teams to integrate security into new features and updates
Participate in EHR domain strategy and continuous improvement initiatives
Stay current with emerging security threats, regulatory updates, and industry best practices
Requirements
Minimum Qualifications

5+ years of experience with Oracle Health EHR and security
5+ years of experience with application support
5+ years of experience in analytical problem-solving and troubleshooting related to Cerner/OHPAC security
5+ years of experience with communication and collaboration across IT teams, compliance officers, and end users
3+ years of experience managing multiple priorities in a fast-paced environment
3+ years of demonstrated customer service experience supporting users with varying technical skill levels
Must physically reside within the United States for the duration of the assignment
Must be able to commute to Richmond, VA 23219
Must be legally authorized to work in the United States without employer sponsorship, now or in the future
Preferred Qualifications

3+ years of experience with HIPAA, HITECH, and healthcare security regulations
3+ years of experience with Active Directory, SSO, MFA, and identity management solutions
3+ years of experience with Discern and CCL
5+ years of familiarity with healthcare IT infrastructure, including networking, firewalls, and database security
