As a part of this agency, you will have a unique opportunity to help advance the latest IT technologies and practices used by state government to meet the needs of Washingtonians.</p><p><b>About the position</b></p><p>This position is part of WaTech’s Strategy and Management Division (SMD) that provides statewide leadership for IT strategy, governance, and customer experience while also operating critical enterprise services. This position reports to the Enterprise Strategy Manager.</p><p>As the Technology Business Management Analyst, you will support the enterprise Portfolio Management program and translate the statewide vision into technical architecture, requirements, and deliverables. These deliverables will show the cost, quality, and value of IT services in Washington. You will also use strong management skills to coordinate with other state agencies and promote a collaborative culture across the state’s IT community. This collaboration will help agencies work together toward shared IT goals.</p> <h2>Responsibilities</h2> <ul> <li>Serve as the state’s top subject matter expert in Technology Business Management Analytics (TBMA).</li> <li>Architect, develop, enhance, revise and promote the decision package (DP) ranking process.</li> <li>Assess the effectiveness of the DP application \"Decision Lens\" and performance reporting through data.wa and assesses effectiveness of the statewide TBM application (Apptio) as the chosen tool.</li> <li>Design, develop, and publish portfolio management and performance metrics databases and reports.</li> <li>Create, test, and maintain conceptual, logical and physical models used for business intelligence as well as managing and maintaining the data repositories of technology portfolio systems.</li> <li>Work with agency executive directors, CIOs, TBMAs and business owners to develop an approach to integrate their agency datasets into the statewide TBM application.</li> <li>Develop, enhance, revise, and promote repeatable, structured methodologies based on knowledge and experience with enterprise financial database and infrastructure systems.</li> <li>Design, create, test, performance, tune and monitor data extract, transform, and load jobs, extract transform load (ETL) into the statewide TBM application (Apptio).</li> <li>Review, test and provide feedback on proposed data models and architecture relating to ETL loads from enterprise systems of records.</li> <li>Operationalize monthly statewide data received from state agencies by loading, validating, and reviewing on a timely basis in Apptio.</li> <li>Accurately import, transform and rationalize data from enterprise system of record such as General Ledger, Fixed Assets, Labor, major information technology (IT) projects and Centralized Application Repository into statewide TBM reporting system database.</li> </ul> <h2>Qualifications</h2> <ul> <li>Nine years of experience in information technology, including: <ul> <li>Five years of experience in IT management and/or governmental IT budgeting/accounting.</li> <li>Five years of experience performing advanced system management and integration of disparate data sets.</li> </ul> </li> </ul> <p>A bachelor’s degree in either Computer Science, Business Management, Financial Management or a closely related field may substitute for up to four years of the total nine years of experience.</p> <ul> <li>Prior experience with Technology Business Management (TBM).</li> <li>Demonstrable history of professional initiative, business communication, conflict management, human relations, making presentations, negotiating, team building, and working collaboratively with colleagues and external parties.</li> </ul> <h2>Preferences</h2> <ul> <li>CPA, MPA, or MBA with a focus on Information Technology, Budget and/or Accounting.</li> <li>CPA, PGMP, PFMP, or PMP certification.</li> <li><b>Business and Performance Management</b> – Ability to manage multiple aspects of the business while meeting organizational goals, financial requirements, strategic priorities, and political considerations. This includes linking technology investments to the business services needed to achieve the agency’s mission and goals.</li> <li><b>Strategic Thinking</b> - The ability to develop strategic, tactical, and unit plans that support overall organizational goals and objectives.</li> <li><b>Team Management</b> - The ability to effectively manage the dynamics of formal and informal internal, external, and mixed workgroups.</li> <li><b>Self-Management</b> - The ability to demonstrate decisiveness, self-confidence, and initiative to take required actions to make the organization successful.</li> <li><b>Analysis and reasoning</b> - The position is required to capture and integrate multiple databases and datasets to support agencywide analytics reporting on the health of WaTech business services and associated IT investment.</li> </ul> <h2>Telework</h2> <p>This position is approved for telework.
